This is a drawn-out, exaggerated Arabic vocal sound—kind of like someone saying “laaaaaq” with a lot of emphasis and elongation. You’d hear this in Middle Eastern comedy or prank videos, or people use it as a reaction sound when something’s ridiculous or over the top.
